On the other hand if you know a farmer with cows and you the consumer approach the farmer to purchase (or barter) for raw milk the government has no say in the process. I could be wrong, but am pretty sure this is true.

The law(s) depend on your state. In Florida, farm stores and the like can sell raw milk but it must be labeled “Not for human consumption”.

Raw milk is legal in many states and where it is not there is often a legal way to obtain it.
Most health departments heavily frown on raw milk and would not be a good source if you are looking for it.

The laws vary across the country. I suggest starting with a call to your local health department. They should be able to give you the information you need about the laws, or at least point you in the right direction.
